    What is

    What is it and what is it for

    The purpose of this procedure is to call for the evaluation and accreditation of units of professional competence, acquired through work experience or through non-formal training channels, through a permanently open procedure, in which all the units of professional competence included in the existing offer of Vocational Training in the Valencian Community, linked to the National Catalog of Professional Qualifications, are offered.

    For the purposes of this procedure, it will be understood as:

    a) Professional Competence: the set of knowledge and skills that allow the exercise of professional activity in accordance with the demands of production and employment.

    b) Professional Qualification: the set of professional skills with significance for employment that can be acquired through formal training routes and through work experience. Professional qualifications are included in the National Catalog of Professional Qualifications and may be included in vocational training titles and professional certificates.

    c) Formal training pathways: Training processes whose content is explicitly designed in a program that leads to official accreditation.

    d) Non-formal training routes: Training processes not leading to official accreditations.

    QUALIFICATION UNITS ANNOUNCED

    All professional competence units included in the existing Vocational Training offer in the Valencian Community linked to the National Catalogue of Professional Qualifications, except those linked to the Health Professional Family, unless expressly authorized or regulated by the profession’s regulatory body.

    Interested people

    Addressed to individuals with sufficient work experience and non-formal training in any of the professional families of the National Qualifications Catalogue, but who do not have any Vocational Training title or Professional Certificate related to this experience and training.

    Requirements

    Requirements for Participation:

    1. Nationality: Applicants must have Spanish nationality, have obtained a certificate of registration as a community citizen, or a family member card of a Union citizen, or hold a valid residence or residence and work permit in Spain, in accordance with Spanish immigration regulations.

    2. Age: Applicants must be at least 18 years old for Level I qualification units and 20 years old for Level II and III qualification units, both at the time of registration.

    3. Minimum Work Experience or Non-Formal Training Related to the Professional Sector for Which Professional Competence Recognition is Requested:

      a) Work Experience: Applicants must justify at least 2 years of work experience with a minimum of 1,000 hours worked in total within the last 15 years prior to registration for Level I qualification units. For Level II and III qualification units, at least 3 years of work experience with a minimum of 2,000 hours worked in total within the same period.

      b) Non-Formal Training: Applicants must justify at least 300 hours of non-formal training for Level II and III qualification units, and 200 hours for Level I qualification units within the last 10 years prior to registration. If the training modules associated with the qualification unit to be accredited have a shorter duration, the hours established in those modules must be accredited.

    Candidates who meet the work experience or training requirements and cannot justify them with the above-mentioned documents, if they are over 25 years old, may apply for registration in the procedure. In this case, they will present justification through any legally accepted proof of their work experience or non-formal learning. The advisory staff of the procedure will review the documentation and determine if their final registration is appropriate.

    Failure to meet the participation requirements will result in exclusion from the call.

    How to process

    Processing process
    1. The interested person will register through the link found in this procedure and will choose the professional family and location. A digital copy of the registration must be kept to present as proof in case of any incident.

    2. Once the application is received at the location, an advisor will be assigned, who will contact the applicant and schedule a first meeting, either in person or online depending on personal and health circumstances, where a copy of the documentation proving the participation requirements must be provided.

    3. After analyzing the documentation, the advisor will inform the candidate whether they meet the participation requirements, whether they are in the appropriate location, and the fees to be paid if they continue with the advisory process.

    4. During the advisory process, the candidate will be helped to define the professional qualifications to be recognized and to gather evidence of their professional competence. Finally, the Professional Competence Units to be evaluated will be proposed.

    5. After the advisory phase, an evaluator will be assigned, who will contact the candidate and schedule a first meeting, either in person or online depending on personal and health circumstances, where a request for competence units and proof of payment of the corresponding fees must be provided.

    6. During the evaluation process, the acquisition of the professional competence units of the proposed qualifications will be assessed based on the professional and training trajectory and the appropriate means of verification.

    7. After this phase, the competent body will officially accredit and send the candidate the acquired competence units.

    Documentation

    The applicant will present the following documents in the first interview with an advisor:

    a) Documentation to prove the participation requirements

    a.1) For work experience

    As a salaried worker:

    • Certification from the General Treasury of Social Security, the Social Institute of the Navy, or the mutual society to which they were affiliated, indicating the company, job category (contribution group), and period of employment.
    • Employment contract or certification from the company where the work experience was acquired, specifically stating the duration of the employment periods, the activity performed, and the time frame in which the activity was carried out.

    As a self-employed worker:

    • Certification from the General Treasury of Social Security or the Social Institute of the Navy of the periods of registration in the special social security regime and description of the activity performed and the time frame in which it was carried out, containing the same data as the AUTONOMOUS DECLARATION model.

    a.2) For non-formal training

    • A certification from the organizing entity indicating the contents, training hours, and date of the training.

    Candidates who meet the work experience or training requirements and cannot justify them with the above-mentioned documents, if they are over 25 years old, may also apply for registration in the procedure. In this case, they will present justification of their work experience or non-formal learning through any legally accepted proof. The advisory staff of the procedure will review the documentation and determine if their final registration is appropriate.

    a.3) To prove age and residence

    • For Spanish citizens: Valid DNI or passport.
    • For EU citizens: Certificate of registration as an EU citizen.
    • For family members of EU citizens: Family member card of a European Union citizen.
    • For non-EU citizens: Residence permit or residence and work permit.

    In accordance with Article 28 of Law 39/2015, of October 1, applicants will be responsible for the accuracy of the submitted documentation, and may present original or copy. If there are doubts about the authenticity of any copy, the original documents may be required for verification.

    Fee or payment

    In the permanent accreditation procedure (i.e., all except those called by LABORA), while the procedure is funded by European MRR funds, all taxpayers will be exempt from payment (this means at least until December 31, 2025).

    Once the exemption ends, and to access the advisory phase, a single fee must be paid. This fee is set under the provisions of Article 14.4 of Law 20/2017, of December 28, on Fees.

    The maximum period for resolution will be six months from the date the application is entered into the electronic register of the competent administration for processing.

    Observations

    Against the resolution of the evaluation procedure, which does not end the administrative process, interested parties may file an appeal with the Secretary of Education and Vocational Training of the Department of Education, Culture, Universities, and Employment within one month from the day following its publication, in accordance with the provisions of Articles 121 and 122 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. This is without prejudice to the claim to the accrediting commission after its provisional decision and prior to the submission of the appeal after its final decision.

    The response period for the claim to the provisional evaluation is five days, and administrative silence is considered dismissive.
