What is

What is it and what is it for

The aim is to allow for the theoretical-practical examinations that may be considered requirements for access to the position of certain types of installer in the field of industrial safety and to obtain the corresponding professional licence or accreditation certificate.

Specifically, the professional licences and certifications accrediting the passing of the theoretical-practical exams that can currently be obtained are shown below:

  • TE: professional licence for Thermal Installations in Buildings.
  • IPPLI: installation of Category I Liquid Petroleum Products.
  • IPPLII: installation of Category II Liquid Petroleum Products.
  • RPPLI: repair of Category III Liquid Petroleum Products.
  • GA: Gas installation category A. *
  • GB: Gas installation category B. *
  • GC: Gas installation category C. *
  • OC: Industrial Boiler Operator personnel.
  • GT: Tower Crane Operator’s licence (crane operator).
  • GMA: Selfpropelled Mobile Crane Operator’s licence. Category A.
  • GMB: Selfpropelled Mobile Crane Operator’s licence. Category B.
  • GMPA: Selfpropelled Mobile Crane Operator’s licence. Category A, Subcategory of ‘ports of the Comunitat Valenciana where the Stevedoring State Companies carry out their activities’. (This subcategory is referred to by the abbreviated coding ‘ports’).
  • GMPB: Selfpropelled Mobile Crane Operator’s licence. Category B, Subcategory of ‘ports of the Comunitat Valenciana where the Stevedoring State Companies carry out their activities’. (This subcategory is referred to by the abbreviated coding ‘ports’).

 

* NOTE: for GA, GB, GC (gas installer categories A, B and C, respectively) only the certificate of the higher category will be issued.

1. Persons wishing to take the theoretical and practical examinations to obtain professional licences or accreditation certificates in the field of industrial safety may apply.

 

2. In order to be admitted to the theoretical-practical exams, applicants must fulfil the REQUIREMENTS for each professional licence or accreditation certificate indicated in the corresponding call for applications.

There are specific requirements (such as being of legal age, among others) for the following professional licences:

  •  
  • TE: professional licence for Thermal Installations in Buildings.
  • GT: Tower Crane Operator’s licence (crane operator).
  • GMA and GMB: Selfpropelled Mobile Crane Operator’s licence, Categories A and B.
  • GMPA and GMPB: Selfpropelled Mobile Crane Operator’s licence. Categories A and B, Subcategory of Ports of the Comunitat Valenciana.

 

And for the remaining professional licences or accreditation certificates, the requirements are to be at least 16 years of age and have full capacity to act.

 

* IMPORTANT:

  •  
  • Please always check what is stipulated in the corresponding call for applications.
  • The requirements laid down in the call for applications must be met by the closing date for the submission of applications and must be maintained at the time of issue of the corresponding licence or certificate accrediting the passing of the theoreticalpractical examination.

 

3. Procedures can be carried out THROUGH TELEMATIC PROCEDURES before the Administration of the Generalitat Valenciana:

a) Directly by the applicant (natural or legal).

b) Or acting on behalf of another person (natural or legal):

- Either using an electronic representative certificate.

- Or without using an electronic representative certificate, in which case the represented person must previously register that representation in the REGISTRY OF REPRESENTATIVES of the ACCV (see information available in the sections "What you need to know > Related procedures" and "Help > Links of interest" of this procedure).

Without this prior registration, your representation will not be accredited and, therefore, you will not be able to submit the aid application electronically on behalf of the applicant.

How to process

Processing process

1) APPLICATION

Submission EXCLUSIVELY BY TELEMATIC MEANS of the application and the remaining documentation that must go with it (including proof of payment of the fees), before the Territorial Service responsible for Industry in the corresponding province.

2) ADMITTED AND EXCLUDED APPLICANTS

 

* PROVISIONAL LISTS

- No later than ten working days after the deadline for submitting applications, each of the territorial services responsible for Industry will approve and publish an agreement with the PROVISIONAL lists of those admitted and excluded from taking the examinations corresponding to each licence or accreditation certificate for which they have applied in their respective provincial area, with an individualised indication of the reasons for exclusion of those candidates who have not been admitted.

- These lists will be available to be accessed in the corresponding link of the subsection ‘INFORMATION ON EXAMINATIONS FOR OBTAINING LICENCES/CERTIFICATIONS’ of the section ‘LICENCES OR QUALIFICATIONS / LICENCES IN INDUSTRIAL SAFETY’ of the INDUSTRY section of the website of the conselleria responsible for this matter. (See link in the section ‘What you need to know > What it is > Links’ of this procedure).

- It will also be possible to consult the provisional admission or exclusion to the examination in the aforementioned subsection individually, by entering the appropriate personal data. (See link in the section ‘What you need to know > What it is > Links’ of this procedure).

- This individual consultation can also be made by calling the Generalitat’s 012 telephone number, indicating the details required to identify the application(s) submitted.

- The provisional list of persons admitted and excluded for each speciality will also specify the day, starting time, duration and place where the corresponding test will be held, and will also indicate, if applicable, the material and/or documentation that the candidates may use during the tests, as long as they provide it themselves. These lists will remain available for consultation until the date of completion of the tests.

- Candidates provisionally excluded, as well as those who are not expressly included in the list of admitted and excluded candidates, will have a period of ten working days, starting from the day after the publication of the provisional lists on the notice boards of the respective territorial services, in order to rectify the errors or omissions that may have led to their exclusion.

 

RECTIFICATIONS must be carried out TELEMATICALLY through the procedure of this Prop Guide called ‘Contribution of documentation to an open proceeding’ at the Directorate-General responsible for INDUSTRY and/or ENERGY and/or MINING of the Generalitat Valenciana (aid and closed proceedings are excluded). (See direct link in the section ‘What you need to know > Related procedures’ of this procedure).

 

* DEFINITIVE LISTS

- Within a maximum period of five working days from the end of the period for rectification, each of the territorial services responsible for industry will approve and publish an agreement with the DEFINITIVE lists of those admitted and excluded from taking the examinations in their respective provinces.

- These lists will remain available for consultation in the aforementioned territorial services until the date of completion of the tests.

 

3) CONDUCT OF THE TEST/EXAMINATION

- The provisional list of persons admitted and excluded for each speciality will also specify the day, starting time, duration and place where the corresponding test will be held, and will also indicate, if applicable, the material and/or documentation that the candidates may use during the tests, as long as they provide it themselves. As mentioned above, these lists will remain available for consultation in the territorial services responsible for industry until the date of completion of the tests.

- Within the same call, both the examinations and the criteria for the conduct, correction and assessment of the same activity will be the same in the three provinces and will be held on the same day and at the same time.

- The theoretical-practical examinations will comply with the provisions of the legislation in force for each of the licences or certificates accrediting the successful completion of the theoretical-practical examinations for which the candidate is applying.

- Candidates taking the examinations must carry their national identity card or equivalent identification document.

- In order to prepare and mark each of the exams and to resolve any incidents that may arise in relation to the processing of allegations and claims that may be submitted, the Directorate-General responsible for Industry will appoint an examining board at autonomous level for each exam.

- The examinations will be marked as pass or fail, in accordance with the criteria established by the selection board.

 

4) PROVISIONAL MARK OF THE EXAM AND ITS CONSULTATION

- In each call for applications, the territorial services responsible for industry will approve by means of an agreement the provisional list of applicants in their territorial area who pass or fail in each of the theoretical-practical examinations carried out for each type of licence or certification.

- Each list will indicate the surnames and the first name and the marks obtained by each and every one of those who sit the exams as specified in the respective call for applications, with an indication of those admitted who did not sit the exams.

- These agreements will be available for consultation in the corresponding territorial services until the definitive lists are published.

- The Agreements will also be available for consultation in the subsection "INFORMATION ON EXAMINATIONS FOR OBTAINING LICENCES/CERTIFICATIONS" of the “LICENCES OR QUALIFICATIONS / INDUSTRIAL SAFETY LICENCES’ " in the INDUSTRY section of ​​the website of the department responsible for this matter. Likewise, the provisional result obtained by each of the participants in the exams may be consulted individually, by entering the appropriate data.  (See link in the section "What you need to know > What it is > Links" of this procedure).

- This individual consultation can also be made by calling the Generalitat’s 012 telephone number, indicating the details required to identify each applicant.

- Applicants who are interested in being notified by text message of the date of publication of the provisional list of successful and unsuccessful candidates for the theoretical-practical exams taken for each type of licence or certification, must enter their mobile phone number in the application.

 

5) REVIEW OF THE EXAM

- In the provisional list of candidates who were successful and unsuccessful in the theoretical-practical examinations for each type of licence, it will be stated that the interested parties may request a review of their examination by writing within 10 working days from the publication of the aforementioned provisional list of successful and unsuccessful candidates.

The request for review must be made TELEMATICALLY through the aforementioned procedure of this Prop Guide called ‘Contribution of documentation to an open proceeding’ at the Directorate-General responsible for INDUSTRY and/or ENERGY and/or MINING of the Generalitat Valenciana (aid and closed proceedings are excluded). - The review of the exam will take place at the territorial service of the province where the exam was taken, during the five days following the end of the deadline for requesting the review. In the Agreement with the provisional lists, it will also be approved the place, day and time to review each exam.

 

6) FINAL MARK OF THE EXAM AND ISSUE OF THE LICENCE/CERTIFICATION.

- At the proposal of the corresponding examining board,  once the review process has been completed, and in any case within a maximum period of three months from the date of completion of the tests, each of the Heads of the territorial services of Industry will approve and make public the Resolution with the DEFINITIVE list of successful and unsuccessful candidates, with an indication of those admitted who did not take the tests

- Each of these decisions will be published under the same conditions as those indicated above for the provisional list, until the appeal deadline has expired.

- The individualised issue of the corresponding licence or certification for the successful completion of the theoretical and practical examinations, for those who have been successful, will be notified to each of them within a period of one month from the date of the aforementioned Resolution, which will indicate the appeal that may be lodged against it. If the same person has been found successful in several gas installation categories, only the certificate of the higher category will be issued.

- The professional licences or accreditation certificates issued for the successful completion of the theoretical and practical examinations will be automatically entered in the Registry of Authorised Professionals.

The deadline for applying for admission to the theoretical-practical examinations of the 2025 call will be from 05 SEPTEMBER 2025 UNTIL 19 SEPTEMBER 2025, both included (in accordance with the Resolution of the call, which for 2025 has been published in the Diari Oficial de la Generalitat Valenciana - DOGV no. 9791 of 19/02/2024).

Documentation

Those seeking to sit the theoretical and practical examinations to obtain professional licences in the field of industrial safety must submit, EXCLUSIVELY by TELEMATIC means, their application and the other required documentation in the following terms:

 

1. APPLICATION TO BE SUBMITTED TELEMATICALLY, using for this purpose the telematic procedure accessible from the direct link APPLICATION > AUTHORISED SUBMISSION (in red below) or APPLY (also in red at the beginning of this procedure), in whose web forms, among other data, the following must be indicated:

 - The professional licence or accrediting certification for which you are taking the exam.

 - The province of the Comunitat Valenciana (Alicante, Castellón, Valencia) in which you want to take the exam.

* CONSIDERATIONS TO BE TAKEN INTO ACCOUNT CONCERNING THE APPLICATION:

- When applicable, applicants with disabilities must indicate, in writing to be submitted together with the application, the possible adaptations of time and means that they consider necessary for taking the tests.

- You can only apply to take the exam for the same licence or accreditation certificate in a single province within the same call for applications.

- Those interested in obtaining more than one licence or certification for passing the theoreticalpractical exams within the same call  must submit a separate telematic application for each of them, together with the appropriate documentation.

- Applicants who are interested in being notified by text message of the date of publication of the provisional lists of successful and unsuccessful candidates for the theoreticalpractical exams taken for each type of licence or certification, must enter their mobile phone number in the corresponding telematic application.

 

2. DOCUMENTATION TO BE SUBMITTED WITH THE APPLICATION

The following documentation for each applicant must also be submitted telematically with the application:

a) Authorisation for telematic consultation of data for industrial safety licences or certifications, according to the standardised AUTDATIN model available as a form for this procedure in the Prop Guide and also in the telematic procedure.

If this express authorisation is not given to the Administration for direct telematic consultation by means of the Identity Data Verification and Consultation System, then a document accrediting the identity (DNI or NIE or passport) of the applicant must be provided.

b) Documents accrediting compliance with the requirements established in the terms and conditions of the call for applications, according to the speciality.

c) Proof of having paid the administrative fee for the examination fees.

 

The applicant must pay the corresponding examination fee telematically at the time of ‘Step 4 - PAY’ of the telematic procedure, after which the receipt of this payment will be generated and will be automatically incorporated as documentation presented with the telematic application (once it has been registered).

 

In accordance with base 3.6 of the resolution approving the terms and conditions of the ordinary calls for these exams, those persons who, after paying the fee, have not registered the application electronically within the period established for this purpose, will not be admitted and, consequently, will be excluded from the selection process. However, if, for technical reasons not attributable to the persons interested in participating in this selection procedure and having paid the corresponding fee electronically, it is not possible to complete the process of signing and registering the application electronically and, consequently, they do not appear on the provisional list of persons admitted and excluded from the tests, they must rectify their application in the manner provided for in bases 3.8 and 4.2 of the aforementioned resolution of the call for applications.

4.1 - Application to take the tests: amount corresponding to the examination fees for each of the tests to be taken: 32,00 euros.

- When the qualifications have been obtained abroad, the applicant must hold the credential accrediting the recognition of foreign qualifications at nonuniversity levels granted by the Spanish Ministry of Education, without prejudice to the procedure established in Royal Decree 1837/2008 of 8 November, applicable to the recognition of professional qualifications for citizens of the European Economic Area and Switzerland.

- Applicants who, in accordance with the legislation applicable to each case, provide certificates of successful completion of courses of reduced duration or which provide for exemption from parts of the syllabus of these courses in view of their professional practice in the field, must accompany the appropriate accreditation relating to this experience.

Observations

The decision does not exhaust administrative channels and an appeal may be lodged against it before the Directorate-General responsible for industry, within a period of one month from the day following that of notification, if the act is express, or at any time from the day following that on which the effects of administrative silence are produced, in accordance with Law 39/2015 of 1 October, on Common Administrative Procedure for Public Administrations.
